Costa Mesa Sanitary District

The Costa Mesa Sanitary District (CMSD), established in 1944, is an independent special district serving about 118,000 residents in Costa Mesa, parts of Newport Beach, and unincorporated Orange County. CMSD is responsible for collecting residential solid waste and delivering it to recycling facilities for sorting, recycling, and disposal. It also manages a wastewater collection system that transports sewage to the Orange County Sanitation District for treatment and recycling. These services are carried out through a blend of public and private resources, including in-house administrative and maintenance staff, as well as contracted professionals such as a trash hauler, attorney, and treasurer.
