Emerald Bay Service District (EBSD) was formed in 1961 to serve the needs of the Emerald Bay Community Association.  Emerald Bay is comprised of 538 properties, just north of the City of Laguna Beach.  The District provides potable water, wastewater collection and treatment, fire protection, recreation, law enforcement and security and emergency response.  All of these services are contracted with the Community Association and other public agencies.  The District is governed by a five member Board of Directors.  The District has one employee, its General Manager who manages all aspects of the District.  For more information, please visit the District’s website:  emeraldbayservicedistrict.org.
